libcec requires user to be part of dialout group #11

Ideally this part should only be ran if libcec device is detected. I dont have one or know how to add this properly its only a suggestion.

Add basic permissions for common things should be added.

Thanks! It doesn't hurt to add the user to the group. Not really worth the effort to try and detect the hardware.

I would rather a clean detect to ensure sanity is not lost. but I suppose it works both ways.
